President Rodrigo Duterte has appointed Insurance Commissioner Emmanuel F. Dooc as new Social Security System (SSS) president and chief executive officer (CEO).
Based on the memorandum signed by Executive Secretary Salvador C. Medialdea, he informed the Board of the Social Security Commission on Duterte’s approval of Dooc’s nomination as president and CEO of the pension fund.
Medialdea’s memorandum was posted on Facebook by Insurance Deputy Commissioner Dennis B. Funa.
Dooc, who took the helm at the Insurance Commission in December 2010, replaced Emilio S. de Quiros Jr.
Aside from the Insurance Commission (IC), Dooc was also a member of the Anti-Money Laundering Council, which was recently slammed by Duterte for allegedly failing to do its mandate.
Prior to his appointment as IC chief, Dooc took up several posts in the Philippine American Life and General Insurance Co. (Philam Life).
Last week, the Department of Finance (DOF) ordered a probe of Dooc over a domestic steel manufacturer’s accusation that the IC allegedly engaged in “cartelized transactions” with banks and insurance companies.
But IC denied the accusation, saying the allegation was “an attempt to harass the Insurance Commission, in view of its failure to obtain a favorable ruling, or at the very least, it is barking at the wrong tree.”
